I know the idea about Roam Like Home is that your calls, data and text are like they would be if you're "at home", ie. My question is, which of these situations would a long-distance charge apply . For all of these example, let's say you're roaming in the US and the calls are answered (ie. you have a conversation). I've indicated Y/N for whether I think You and the Other Party would be charged long distance, but I'm not sure.
May I know which local network are you connected to? I realize that switching to a different carrier manually did not work for you. Is there a way you can test your SIM in another device? Just to identify if this is a device issue or a network one.
Roaming Support
I had asked Rogers in the past before I went out of town and they said the local people should pay local calling rates. There is a lag on both sides of the conversation during phone calls. If I say hello she will hear it about 1 second later and vice-versa.
If you were then that would explain the charges. $12x 12, I would assume you were there for 12 days and used data everyday. To everyone else, please be aware of the "rome like home", Rogers has this hidden service by default. If this service is good for you, congratulations. If not, you will be charged $12 per day when you travel to US.

Only once was it my actual number but the other 2 times it was completely random. She is also unable to call that number back to reach me or even answer those calls, the line automatically disconnects when she answers. We are new to Canada, my wife and I purchased sim cards and rate plans almost at the same time, but she wasn't charged this fee.

Roaming and Long Distance rules are based on how the tower in switches work... So this is essentially now made into a standard on how all the features work.
